This is a measure of security for your computer wherever it is located to
prevent others from accessing it
and making changes without your permission, such as turning off Jaws if they
don't need it.

Uninstalling IE will not make the difference,
as you stated your problem is with Windows Explorer.
The problem with Windows Explorer and Jaws was present before Internet
Explorer 11.

In order for a shortcut keystroke to work, the shortcut itself, must be
either on the Desktop, the Start Menu, or in the Windows Start Menu folder.
This applies to Windows as far back as at least Windows 95.
