I tried using a letter in front of the number for my adoptive family
database so that when I'm gone that database could be willed to descendants
of that family and separated by my children easily. The problem is that then

Are you asking how to merge a Gedcom into Legacy, or if you can merge two
Gedcoms without entering them into Legacy (you cannot easily, if at all)?

I'd be thinking about uninstalling and reinstalling.
If not - what you need are the usr files if you want to keep previous
customisations
and your .lic file if you have Legacy Deluxe
You'll need to find your data and pictures if they're in those subfolders.
Tools Merge
To merge two people - Highlight one of them
Click Tools Merge - Manual Merge
Choose the other in the dialogue and then merge
You will then be asked about surrounding people.
If there are a lot of duplicates
Use Tools Merge - Find Duplicates
Remember to make a backup of files
