Thanks to all who made suggestions. (BTW, i've been running rpm-3.0.6
all the while).
What I ended up needing to do was download the tarball for rpm-3.0.6
(the same version that i had installed via RPM), and building it from
source. Apparently something within the old rpm binary wasn't too happ
You might want to upgrade to rpm 3.0.6. This is compatible(AFAIK) to rpm 4.x
and might fix your problems. What it'll take to do this, I'm not sure.

That thought had occured to me, however i don't want to break rpm worse
by upgrading to 4.x, and ending up with an unusable rpm database.
Have you actually performed this upgrade? I don't really want to be a
guinea pig on this. rpm is broken badly enough right now, making it
worse won't help me

Aren't they up to rpm 4.x? There was a lot of hassle when that happened,
because rpms from 4.x could not be opened with 3.x, so there is some
incompatibility. People with rpm 3.x couldn't update their systems. Get rpm
4 - it works fine on 3.x rpms
