Yes, it is standard in MacOs that the current selection does not move when using standard scrolling functions like page up or page down. I generally avoid these commands for the VoiceOver equivalent keys or using a VoiceOver search. Other things you might find useful depending on your actions:

With HFS+ file systems, it can be possible to mount without permissions enabled. So if you were not using the new Apple FS then it might have been possible to mount the High Sierra image while running Sierra and then do the cleanup. Was there a reason you were renaming the User Home directory?
