unlikely to fire with out power or lotsa static.

I would try Jim Cathey's suggestion, I've fixed two different stalks by
cleaning with a good contact cleaner. One issue on a 123 car was identical to
yours, a problem on my 124 car was lack of high beam flash.
On the 123 stalk I had to take it completely apart as the contacts I cleaned

I pulled the 123 stalk, but it could have been done in situ. End cap can be
pried off. 124 was in situ, simply exposed the contact switch at the base and
sprayed it off.
I don't know if a 124 stalk has an end cap you can pry off; little parts
inside, be careful not to lose any...
