mgetty, I need to turn off the modem noise of dial-in and dial-out,
I tried and then I edited /etc/ttys and added -m '"" AMT0' to the line

I would also prefer a console based approach. I think it is not a good idea
to do it for one single windows manager.
Anyway, Arch Linux has a very nice console based network connection manager
in case anybody is looking for ideas:
