if you build with PERL_TRACE=1 and start the server like so:
% setenv MOD_PERL_TRACE=1
% httpd -X
you should get some helpful diagnotics.

to try this. I stop it, change the config file and start it - and it
doesn't come up and no server is running. So, I put it back and start it
