The blue screen is certainly not true with any recent version of Windows
Server.
Way back when, large numbers of SMB connections could cause the Server
service to deplete all available non-paged pool memory. That could lead to a
blue screen.
But that has nothing to do with why PSTs aren't
Ever tried running a quick time server with os x server. crashed every day.
Moved it to a Windows server, problem solved.

That is onboard RAID. Most onboard RAID controllers today for both SATA
and SAS are pretty good, unlike the situation a few years back.
I'm sure you could add additional controllers without issue.

That would be a question for your ISP. Most likely they will give you an
internal FTP address to connect to and download/upload a large file. They
won't guarantee anything beyond that methinks. You could try using
speedtest.net and test to different servers.

1. nVidia raid. I dunno how good their HD controllers are, but since you're
talking linux...
2. Redhat (or any linux) works best doing the raid in software. I actually do
recommend OpenFiler in this case...
3. I see the Tyan has 8 HD slots, but only a 6 port
