In theory, yes. I know of no case when anyone has been prosecuted
under the law but I have heard of film being confiscated.

emergency powers, and taxation, the federal government here can not pass
laws nationwide. The have to use a threat of cutting off federal funding
to extort the states to pass state laws like they did with daylight
