It's a dual-band of some kind - I know that when it is not in
use for something else it is supposed to be left in one of two
modes, and one of those modes is a cross-band repeater.

The problem with the coax attenuator on a Maxtrac is that it
will affect the RX as well - probably not a desirable option.

Why not look on ebay for a Maxtrac with a blown PA deck - look for
one with low power output, or couldn't test the TX, so
it's sold as is
If you bypass the final and jumper the driver to the output filter you'll
have a 3-4w TX - and at a good price.
And you won't need an attenuator.

FWIW, the SAME code definitions are in the referenced PDF. The
encoderis even somethng that might be worth writing as a sound
card utility, provided
the tone, no voice or other audio in the background). The
overly conservative specs call for the encoder to send three seconds to
make sure.
The SAME receivers use a digital data burst and I know of no commonly
available test equipment for it.

I also think that NWS performs weekly tests of SAME transmissions on
Wednesdays between and 11-1PM. Check with NWS in your area and
you may not have to wait until
to a cassette
or into your sound card for archiving. Then you can play either
over and over and over when you wear out the cassette you
can dub a new one. And when a storm rolls through you can
put use the VCR recorder again to get more alerts.

He plans on just programming the scanner to place the local
oscillator on the frequency of interest. This is simply for a
simple test - either the RX hears a signal or it doesn't.
