I decided to do some more testing, and found out that gem install doesn't
work:

Note the bundler and rdoc gems were not updated with the ruby update (I
hope they would still work ok).
Standalone install works fine & the test suite even passes (or fails or
errors the same as with Ruby 3.2).

in Fedora, there's a patch which is supposed to modify upstream behaviour
for paths which are using ruby_version config entry. Preferably replaced
by the `ruby_version_dir_name` config entry, if it's not empty. This
behaviour was broken (it was checking for `nil`), so I fixed the patch.

as you probably know with Ruby 2.7, there came some incompatible changes. One
of them is that `racc` was gemified and is not installed by default into a
buildroot.

I do not plan to rebase it in stable Fedoras, but if you're on F28 and want to
