In the ProcessAction, sometimes we want to get some user data from
database and set it in cookie. For another request we want to read it
from cookie and merge it with the form bean and send the bean for
process.

For additional commands,
What versions of the various commons-*.jar files are in the 1.1b3 release?
They are obviously not the current releases of these libraries, are they
nightly builds? Why are custom versions distributed with Struts? By the time
1.1 final is released will the various commons projects also be released
