The iPods have multitasking if they are on 4.0, the App doesn't because
it's not a native iOS App but a Webapp. But usually the biggest delays
are because the iPod shuts down WiFi when idle, also, even the Logitech
App does preserve it's state.

Got Spotify Premium up and running on my Touch but it stops for a few
seconds roughly every 20 seconds during playback. I'm guessing that my
wireless signal can't keep up.
Am I guessing right or could there be another issue?

happens. I am not taking notes all the time, but I think, it happens
every time I play a long file. What is for sure, is, that it happens as
well on normal-res CD rips (44.1/16), as long as they are of a certain
