workaround described in the question - writing to /sys/power/mem_sleep
seems to be prohibited, even for a root user:

Thanks. I have, since upgrading to Karmic, overwritten the en_ZA affix
file with the en_GB copy. To me, both solutions are cludgy. What
should happen is that an update should be issued which does this (and
anything else that needs to be done at the same time) for the user.

Hi Leo. Last time I used it it was broken, but then I committed about
150 updates, and now I'm waiting for the next updates before I can tell.

I installed the policykit from James' PPA, and the bug is still there
(i.e. update-notifier tells me I don't have privileges, rather than
