1. Not sure what your point with 32- 64-bit is about, but working with
a 32 bit program on a 64 bit machine is totally fine.
2. If you want to stick with Eclipse and just need to replace
Flashbuilder, you might want to have a look at FDT:

Eclipse for 5 or 6 years, and I'm very happy I moved to IntelliJ. My boss
pays for the full edition, so I'm in developer's heaven. ;-)
In the end, everyone must choose his favorite IDE, but as of now, IntelliJ
works wonderfully

It would be great for an IDE open source Apache Flex Eclipse-based 64-bit
for Windows, Linux and Mac, with visual design for mxml.
If you want to see the layout of my mxml have to compile and open in the
browser in 64-bit version of Flash Builder 4.7, that is horrible to work.

I moced to IntelliJ IDEA a couple of months ago, and love it so far. Great
features that are all very easy to configure to your own preferences.
Also: they will give you a full license if you contribute to an approved
open source project. It works great on Windows, MacOS and Linux.
