When I went to download the new 3.4.0 Windows versions, I found no 3.4.0 Windows all-language link. 3.3.2 had a Windows all-language version, but 3.4.0 only shows a multi-language version. Was this an error or is this version gone from the lists? There was no 3.4 RC2 version listed as well.

No, it's not. The branch 3.4 no longer has the ALL Languages pack. This means there is only one pack for Windows users: the Multi pack which includes all languages that are still maintained (many of the languages had been so neglected that most of the items were in English, so they were removed).
