It is possible to code a program thatcan remove the start button completely, 
making it invisible to the user. If you would like I could explore building 
such a program :)

As for no right click, I believe that is possible with a bit of skilled 
programming too...

Making things undeleteable on the desktop can be done as has been said 
before using POLEDIT.

Restricting downloads can be done (if you are using internet explorer) by 
going to your menu on the top of the browser and clicking tools => internet 
options => Click on the Security tab => Click Custom Level => Disable the 
6th OPtion On that list (file downloads) and downloading will be disabled.
