Another important consideration:

Many SOA runtime systems -- especially web services management, XML gateways, and ESBs -- assume that a service registry supports the UDDI protocol, and they use UDDI to to exchange information. Although LDAP is a more pervasive than UDDI as a general directory, few SOA runtime systems expect folks to use LDAP, therefore they can't use it to share info.

Quick answer: yes you can
Disadvantage: Then you are limited to one technology stack, and you'd be very brave to expose your Active Directory over the WAN.

Folks --

Prior to UDDI, there was LDAP.  One could potentially evolve LDAP as mechanims for service discovery.   So what are the advantages of UDDI spec over LDAP.

More specifically, can one use Active Directory as a mechanism to register and discover services? What is the value add of using UDDI-based registry like systinet?
