It can depend on two things, but usually there is an order to scanning the
PCI slots. Usually its from the slot closest to the power suply connector
towards the other edge of the motherboard. There is also an order to
scanning for bios's and that's from low address to high address and this is
how you install multiple scsi controllers and controll which is selected
first.
It's not random, but it scans the pci slots in a certain order.

I never knew that proximity to the power supply was a factor.
I'm wondering if the 60Hz background radiation is what causes it to
randomly pick one or the other as eth0? (grin!!)
IMHO - since it auto-probes - I'm thinking that whichever one "answers
the phone" first, gets the prize.
