Perhaps something that could be considered, is the establishment of a private 
relay service, similar to what Apple offers their users.
APNIC would maintain a mail environment, which allows members to opt-in for a 
masked relay address (similar to [email protected]) which 
forwards email to the member's IRT contact or other email address as listed on 
their member account. If APNIC receives enough abuse reports regarding spam 
emails sent to any @privaterelay.apnic.net addresses they can block the senders 
at the relay side of things preventing mail from being delivered to anyone who 
has opted-in from the spammer. If they also receive a large number of emails 
sent with the same Message-ID within a short timeframe, they can also flag or 
bounce these emails (as Google currently does with their mail systems).
I'm uncertain to what the logistics of managing such an environment would look 
like, so perhaps someone with a bit more insight into mail environments (or 
even a working knowledge of Postfix/Dovecot) could shed some light.
