Yes, but from my understanding the TA on your end binds them together.  If
your TA cant talk to their (ISP) TA then youre stuck with 2 B channels and
only 1 useable.

Yes there is a protocol defined for binding channels, however it never
seems to be implemented the same between vendors.  The cheap ISA TA's are
the worst when it comes to binding.  Ive actually never been able to bind
2 channels together with anything other than an ascend p50 talking to a
max.
