Most likely (.999 fine :) you made good CS.  The black coating is
normal for a constant voltage CS generator, and by running 20 minutes
in 18 oz. of water, you probably have between 3 and 5 ppm CS.

Try some tests with it.  If you have any sickly-looking plants around,
spray some on the leaves.  Same for pets.  

I don't recall which process Culligan uses, reverse osmosis or
deionization, but none of the compounds that might have formed are
likely to hurt you -- far less of a problem than using aluminum
cookware.

Even the "old" CS that used a bit of salt in the water to "get it
going" was okay to drink, if a bit salty tasting.
