The black coating is normal for a constant voltage CS generator, and by running 20 minutes in 18 oz. of water, you probably have between 3 and 5 ppm CS. Try some tests with it. If you have any sickly-looking plants around, spray some on the leaves. Same for pets. I don't recall which process Culligan uses, reverse osmosis or deionization, but none of the compounds that might have formed are likely to hurt you -- far less of a problem than using aluminum cookware.
