Blue Gene/L is de rigeur, since it's a nice 3d torus. I don't expect
dedicated hardware for neural emulation for a long while, since the
current mainstream has a much better ROI. 

I'm not sure whether Roadrunner is suitable for neural emulation, though.
Time will tell.
