That is a good point.. I went and checked the whois stuff my self.. this is
from netregistry's whois page (which incidently are the controllers of
au.com - ozemail controls aust.com i recall.)

To answer that question, i think you start with the wrong premise. Why can't
no one have rights to a generic domain name? ie, whats wrong with stopping
people from any access to domain names that can be found in general use? It
does prevent it. Perhaps im not sure exactly what your point is..
