Not that this will be of any help to you, but I have noticed the same 
behavior.  Whenever I've tried to fix the rate on an SB, it doesn't seem to do 
anything.  The AP still shows the SB transmitting at whatever rate it wants 
to.  I've pretty much come to the conclusion that rate limiting does not work 
on the SBs--at least with the latest firmware.  Incidentally, I use StarOS as 
well, but I'm sure it's not a StarOS bug.  I can lock down Orinoco clients and 
WET11s all day, and they stay where I put them.  Fortunately, I haven't had any 
situations like yours yet, where a rate limit has been required, or I probably 
would have mentioned this issue before now.
