Yes, the radio can have a maximum output as set by the dial a power, the graphical display is based on the selection of the antenna type as well as the cable and connector loss you enter. This is for display purposes only to indicate what the EIRP of the entire system will based on your input parameters.

That antenna selection thing is only for the sake of calculating the full (gain) output of the combination (radio/antenna). It has no affect on the radio itself.
