No, neutrinos can't account for dark matter. Then again, we don't know of anything that can except for things that we don't know exist - e.g. undiscovered fundamental particles, interactions with a parallel universe (yes, some people have theorized this, I saw a seminar about Brane Theory that touched on the subject).
