If you're referring to kraken Eric has mentioned what it intends to be and
who the target user base is.
Not unexpectedly it's already being fabled up as something else and being
generally misunderstood, like most API centric efforts and abstract
platforms tend to be.

If the plan was to facilitate keeping one rigging in xsi indefinitely then
there would be no kraken, xsi doesn't need any help to rig anything in its
current state, it would be a pointless end to pursue and automation efforts
would be best left purely in house.

It's been stated to be a cross platform rigging api coupled with facilities
for things like app agnostic descriptors, and will likely use splice to
bridge the gap where solvers and deformers are discrepant and prevent cross
platform cover.
