Andrew - I'm mostly with you on this myself, primarily from the
dependency sanity issue, but also in the Lucene case of the
possibility that the index format could change and break Solr
backwards compatibility (or at least forcing the issue to be addressed
somehow).
I'm not sure what the situation with commons-csv - probably something
got fixed in trunk?
Practically speaking, though, Grant's right about the troubles it'd
cause to roll back to the latest official Lucene release.
*ugh* - I'm on the fence on this one. I really think Solr should have
release versions of Lucene JARs in its official releases. What to
