The peer is not reachable, two possible reasons:
  - the packets do not go out your box
  - the end is not there (or cannot understand the packets you send to
    it)

No

My advices:

1 - Make sure your password/username match the username used in the peer
file.

2 - as you're using isdn, perhaps some conf files are polluting the adsl
config. Make sure all  options (including those in /etc/ppp/options) are
set in the adsl peer file.

3 - You've been kind enough to show logs but they were not so useful ;-)
Try adding verbosity to pppoa3 line in the peer file (option -v 2)

pppoa3 will dump all traffic it forwards from|to the USB modem so do let
pppd run too long because your logs will grow fast.
