The pockets are not symmetrical and placed in various shapes and sizes
throughout the facility. Many are closer than 10' apart and some have wood
bead board for the ceiling so the pocket rules would require heads in all of
them.

They are only 12" deep for the most part, but lights, diffusers and in some
cases the width prevent the spacing utilizing the obstruction rules where we
could space on opposite of the soffits separating them or staying far enough
away to spray underneath.

Isn't it true that a "pocket" really is a pocket if the surrounding lower
ceiling puts the sprinkler deflector at more than 12" from the deepest part?

We are looking at a restaurant I am unfamiliar with named Flemings.
Question:

The ceiling looks like the bottom of my sons lego's!
How many soffits / pockets does it take to consider a ceiling obstructed
construction rather than trying to protect every small pocket?

We can not omit the heads in the pockets as they are too close together.

Thoughts on this one you Wise Ones?
