Thom, As an AHJ I run across this quite often, that is situations where
a specific trades' work crosses many codes and standards. Unfortunately,
but not always the trade is unaware of a legitimate code requirement
that is outside their core documents, in the case of sprinklers the
Building Code and NFPA-13. None the less as AHJ's we are legally bound
to enforce the adopted codes and standards independent of any
"contractual" or "trade" boundaries.

I believe the industry needs to expand its interest and participation
with regards to code development and or adoption.

Ok here's the deal as per the clean water act, the Purveyor must set a
cross connection control policy. (Water Supplier) The minimum for cross
connection control of a Pollutant, (Fire Sprinkler Water without
additatives) is a Double Check assembly. or Air Gap. Some water
authorities have simplified their lives by requiring all backflows to be
RPZ type.(No need to classify or check for change of use.) (Most will
still allow the air gap, since its fool proof) (That is until some fool
puts a hose on it and eliminates the gap)Whenever a fire engine connects
to a FDC there is the possibility of cross connection. Eventually all
engine's will be equipped with RPZ devices to prevent cross connection
from their tanks or pumps, which may have had AFFF or Pond water as
their previous source of contamination, or stagnation, similar to what
occure's inside of the fire sprinkler system, occurring in vehicles that
see little use. The backflow industry has done one hell of a marketing
(Scare tactic's) job with the governments in this country, such that
they are mandated everywhere, even tho the number of documented deaths
each year was less than 10% of those that die by fire. We should hire
their PR people, and maybe we can be universally mandated.
