When electric fans or lights are recessed in the ceiling space we don't
sprinkler an otherwise non-combustible concealed space. At least I don't.
Please correct me, as maybe I've been making a mistake. But if it is
correct, and a fire starts from the electrical unit, the damage from the
fire above the sprinklered space can be severe. Whereas, if the elect. unit
is in a separate unsprinklered compartment below the sprinkler head it
should be less severe. 

So I'm confused. Not that it makes any difference :)

Sure, but it also contains an obvious potential source of ignition.   An
earlier question was asked about penetrations of the envelope in which
the FCU's are located; is it a rated space and are penetrations fire
sealed?  Or is this potential source of ignition essentially embedded in
a wall?

NFPA 13R 2007 now offers some especially detailed direction, in this
regard and it also underscores the difference(s) between 13 and 13R.  If
this were a 13R design, it would be another story, but I don't there's
any doubt that the intent of 13 is to protect these spaces.   Is this
more or less hazardous than a linen closet or pantry?   Who knows, but
it's blurry enough to install a sprinkler and move along, eh?

I think your way off base here. This is NOT a closet. 8.15.1.2.1, 
A8.15.1.2.1, and 8.15.1.2.2 and the commentary pretty clearly describe
this 
space, as "Concealed Spaces of Non-Combustible or Limited Combustible 
Construction"

Check out NFPA 13, 2007, 21.20.19.2.1.  Based on that it sounds like you
will have to provide a sprinkler in that space.
