Humm, I see 5.15.1 as a clear definition. The heading 5.15 states "Discharge Pipe and fittings". So they all have to fall between the discharge flange to the system side of the discharge valve, pipe included.
If this were not the case, I could make you size all piping downstream of a 1000 gpm pump to 6", even if your crossmain calcs for light hazard indicate 2½" R/ Matt Matthew J.
