Well now that we understand better - in NFPA 291 I believe it is a should
exceed the flow not a shall. So there is really nothing in the code that
gives him the right to enforce staying below the flow test. Remember you
are right unless the law (text not the person) says you are wrong. He has
to prove you wrong in court with the law not his opinions. Theory is great
and we know where that usually ends up. I could see the problem if you had a
test at 300gpm and were trying to extrapolate to 1200. I'd call that a
foul. But for 31, no problem.

If I wanted to be a PITA I would raise Paul's comment as a justifiable
reason. Or argue the variability of testing thus you could be hundreds off
under a different season or gauges. Or the HW is great but not entirely
accurate in real world condition. Again if I'm on the AHJ's side which I
don't think I am as far as I have limited info.

Or perhaps you have Thom's AHJ then you are just out of luck no matter what
you do.

I know and it works, I am below the curve. The AHJ is not approving because
I have exceeded the flow test by 31 gpm.

If you plot it out on a curve you will have more than 1210 but at a
lower residual pressure.

Subject: Water Supply

I have a project where the system demand with hose allowance exceeds the
city supply by 31 GPM. It's still under the curve but the city flow test
was
1210 and my system demand is 1241. Is there anything in the codes that
allows me to exceed the city capscity?

Best regards,
