You may also want to look at the International Fire Code, if applicable, Section 901.6.2 of the 2006 edition. This section requires that copies of inspection, testing and maintenance records be forwarded to the fire code official upon there request.
It's a bit of a grey area, since the AHJs have to want the reports sent to them, and it could be argued that it is the owners responsibility to forward those reports.
