Allow me to underscore what Ken says regarding the very different factors that can exist in relative proximity to one another. The late Mr. Caputo and I were teaching class here in SD about 3 weeks ago and the issue of seismic force calculations came up. During a break, one of the students and I went through this very exercise for our home addresses. He lives in El Cajon, CA which is an Eastern suburb of San Diego and is nearly adjacent to the city limits. I live on the West side in San Diego proper about 2 miles from the coast and close to a known fault. Our homes are probably less than 15 miles apart as the crow flies, but the Ss for his address was about .92, which translates to a Cp of .50 and for my address Ss was 1.85 and the Cp came out to .95. DOUBLE the force factor in the same county.

My only cautionary remark here is to have very serious doubts as to the accuracy of the information from the USGS website on the seismic conditions at a location in Mexico. It may result in data which is applicable at the closest point in it's data base to the location you enter, say at the nearest city in the US to Monterrey. This could give you data that's hundreds of miles off, and perhaps in a completely different seismic area. Based on what Google Earth showed me, Monterrey is about 100 miles from the nearest Texas town, Fronton, right near the Rio Grande. A difference of just a few miles can result in very different seismic conditions. I'd suggest you ask for some further info.
