A bunch of questions pop to mind:

1. Was this request for an engineering review?
2. Was this request for an IT&M per NFPA 25?
3. Was this request even defined as to scope?
4. Does your local fire marshal require (per statute) that reports be
filed with his office?

You may have overstepped yourself. If the request was for an
engineering review that is solely between you and the owner. If the
request was for an IT&M report the report must be limited to what NFPA
25 requires. It is the owner's responsibility to address the issues.
If your community has a statute that requires that you file a report
with the FM I'd bet that that only applies to NFPA 25 reports. If no
statute exists but it's common practice to file a report you're still
on shaky ground. If it's an engineering review you're probably SOL.
