Thanks for the tip'o Steve.
My only cautionary remark here is to have very serious doubts as to the
accuracy of the information from the USGS website on the seismic
conditions at a location in Mexico. It may result in data which is
applicable at the closest point in it's data base to the location you
enter, say at the nearest city in the US to Monterrey. This could give
you data that's hundreds of miles off, and perhaps in a completely
different seismic area. Based on what Google Earth showed me, Monterrey
is about 100 miles from the nearest Texas town, Fronton, right near the
Rio Grande.
A difference of just a few miles can result in very different seismic
conditions. I'd suggest you ask for some further info.

Not familiar with the Mexican standard, but to calculate per 13, 2007
ed. go to the USGS website "hazmaps" page,
http://earthquake.usgs.gov/research/hazmaps/design/ and download the
java ground motion parameter calculator. Keep this on your desktop.
Then, go to http://itouchmap.com/latlong.html Input the address of the
project (anywhere in the world) and get the Lat/Long coordinates. Back
to your calculator and input the coordinates; at the top where it says
"Select Analysis Option", choose "ASCE 7 Standard." It will give you
the coefficient that is used to determine Cp in Table 9.3.5.6.2.
