Not familiar with the Mexican standard, but to calculate per 13, 2007 ed. go to the USGS website "hazmaps" page, http://earthquake.usgs.gov/research/hazmaps/design/ and download the java ground motion parameter calculator. Keep this on your desktop. Then, go to http://itouchmap.com/latlong.html Input the address of the project (anywhere in the world) and get the Lat/Long coordinates. Back to your calculator and input the coordinates; at the top where it says "Select Analysis Option", choose "ASCE 7 Standard." It will give you the coefficient that is used to determine Cp in Table 9.3.5.6.2.
