NFPA #13R cites the criteria you drag in from #13 for outside the dwelling units. I don't believe combined hose is in it, density and MRA size is.

David, Depending on the area height limitations allowed by your state building code, the entire building could be done per 13R if the parking garage is for use by the tenants of that building and not "open to the public". Keep in mind that 13R gives guidance for areas outside the dwelling unit which would be designed similar to a 13 system without things like a hose allowance.
