I don't know of any restrictions in code or standards that would
preclude a "central plant" water supply, and I think the AHJ is
over-reaching in his interpretation of separate. NFPA 13 and 14 speak
to connection of systems to adequate water supplies, which can take any
one of a number of forms. Those can even be a combination elements -
tanks, pumps, wells - that collectively make up an adequate water
supply. The "separate and complete stand-alone fire suppression system"
is still to be furnished: separate service from the point of connection
to the water supply, separate control valve(s) and FDC(s), separate
riser, separate local alarm, separate supervisory system, separate
monitoring address, etc. So long as the existing automatic water
supply is adequate to meet whatever demands are created in the new
building, there's no prohibition against using it.

Subject: Fire Pump for Multiple Buildings

Existing facility has one fire pump serving two existing buildings, the
owner wants to

add a third building. Local AHJ states IBC requires a separate complete
stand alone

fire suppression system thus requiring the owner to provide a new fire
pump and city

water connection for the building.

Has any one run across this IBC requirement or is the AHJ incorrect in
his statement?
