I have read 11.2.2 and 11.2.2.8.2, and my first comment is that this only
applies to "Pipe Sch." Systems. If your reference was to Fig. 11.2.2.1,
again this is only for pipe sch. Systems, and LH MINIMUM!!! Of 15PSI
residual, would not relieve you from a MFG. installation guide that requires
20PSI minimum.

Aren't we talking about "ALL" systems with backflow preventers installed?
Not just PSS's? You'll also note that even pipe sch. Are limited to
construction type from using Fig. 11.2.2.1 in 11.2.2.9.

So let's get back to all BFP installations.

1) If you don't install to MFG. instructions your SOL
2) If you don't install to Listing your SOL
3) If you overflow the device, it could result in failure, permanent damage
or a legally untenable position.
4) If you don't meet NFPA13, 25, 24, ASSE, MFG., listing agency or water
purveyor requirements, again your SOL

Just as 13 is a minimum, fig. 11.2.2.1 won't help if you've got a
Hydraulically designed system, or any of the above apply. What I've been
trying unsuccessfully to say is that there is no single requirement, AHJ, or
source for the installation or testing of BFP devices. You've got to sort
through all the requirements from everyone that has a stamp, claim or
authority over that device, and then find what will satisfy all of them.

Read carefully NFPA 13 2007 Chapter 11.2.2 and especially as modified with
Chapter 11.2.2.8.2
