Maybe I am missing something. In my area, I routinely encounter new construction that will have a server room, critical records room, etc. protected by a clean agent system with no water backup. Is this the same sort of situation?

Some jurisdictions will allow this. Its costly, to have double the agent and the necessary piping, but if the customer has an aversion to water like they've got rabies, it may well be worth the cost to them.
