Easiest set-up I've seen is a jig that has an in-line flow meter and a gauge, with a flexible hose section that you connect to the drain riser. Couple to the discharge port on the valve and to the drain riser, open the valve and throttle until the target flow is pegged, then tinker with the restrictor until the target pressure is reached. A good fitter can do a valve in about a minute. I can do one in 90 seconds ...
But keep in mind that in SD the policy is field adjustable PR hose valves only, so setting them during a performance test is a breeze.
