Limit the volume trapped when you pull the plug. WIth out it, it makes mess and 
can be dangerous if the system has high pressure for some reason.

Why is the 'bottom' valve req'd? The 'top' valve is normally open-- close
it, remove the plug, drain the drum, replace the plug, open the valve.

Is there some practical reason for the bottom valve?
