Not only will the drum have initial system pressure on it when removing the plug - even after the top valve is closed, but you may have an instance where you have to alternate opening and closing the valves more than one time if there is more condensate/water than will fit in drum at that time.

It's also called a condensate nipple and you use both valves when draining off the water by removing the plug, leave the bottom valve shut, open the top valve let the water drain into it, shut the top valve and then drain off the water.
