Right, what I am saying is, instead of opening and closing the bottom valve,
remove and replace the plug (1" plug in the bottom 2x1 reducer.

the reason is quite simply so the system doesn't trip, opening the upper
valve causes SLIGHT loss of psi, and lets trapped water fill the barrel,
hence the 2" size, close the top valve open the bottom valve and drain the
water, repeat as needed to drain that portion.  If you only had one valve
then the valve would trip, hence it's a maintenance drain.
