If the code guys says that's permitted he should be fired.

If you're responsible for the design of a system such as this you better know 
the codes and not just NFPA 13.  Special hazard design will take you through a 
myriad of Codes and Standards and you need to know where to go to find answers.

For example what if "they" want three 10,000 gallon tanks of diesel in  
above ground storage tanks inside the building (office complex) and  
the code guys say this situation is permitted but provide no more  
suppression information other than, "must be sprinklered". This is out  
of NFPA 13 scope and NFPA 30 says nary a word about this situation,  
plus there does not seem to be an insurance company involved. The  
suppression methodology can vary from lots of water to any number of  
complicated exotica but the simplest with least maintenance cost is  
lots of water. The question is how much? Twenty minutes of any kind of  
EH2 or plus water has a big impact on the architecture.
