NFPA 13 says to be flow tested at SYSTEM DEMAND. One might want to
use the definition that system demand is Sprinkler flow plus hose
demand but the INTENT is to only add hose demand if there are hose
connections (or a hydrant) downstream. NFPA 25 is much more precise
in their description and says exactly that.
There is guidance in the annex regarding what can be used but NFPA 13
is very sloppy regarding this issue. There will be discussion this
cycle regarding adding to the list of things required for the
submittal verification that the provided means is capable of meeting
the system demand.
